 Summary:

Queen pits Luffy and Hyogo in a sumo death match against him and his subordinates, and the two are instantly killed by special collars if they are knocked out of the ring.
Meanwhile, Drake and Hawkins’ squad raid the Flower Capital Spa to arrest anyone with the crescent moon symbol on their ankle. Sanji inadvertently reveals his presence in his raid suit and escapes with Nami, Robin, and Shinobu. He reveals to them that the Heart Pirates have been captured and that they must tell Law before he is lured to his crew members.
Meanwhile, Zoro chases after the man who stole Shusui from Ringo, and the man reveals that he returned it to Ryuma’s grave as the two prepare to fight over the weapons that each other owns.
Raizo is stunned to find that his friend Kawamatsu is still alive. He asks to see his friend’s face, but Kawamatsu can’t because he is handcuffed. Kawamatsu asks about the date of the big battle and Raizo informs him about the Fire Festival. This pleases Kawamatsu who asks Raizo to free him, the ninja happily agrees and Kawamatsu tells him to get the cell key. One of the jailers sees them talking and informs Solitaire. Much to the guards’ surprise, Raizo escapes using a smoke bomb, after which the guards begin searching for him.
Elsewhere, Queen has Raizo arrested by the guards while some of his henchmen set up an elevated sumo ring while Queen gleefully talks about executing two people. The event is grandly titled “Queen of Contraception Concert: Sumo Inferno.” This excites the guard. Luffy and Hyogoro have big collars. Using a pole, Queen demonstrates that if any of them leave the ring, she will shoot claws from their collars and decapitate them. Luffy compares them to the bomb collars that sky dragons use on their slaves. The Queen further explains that the pair of them will fight in a series of sumo matches. They’ll be fine if they’re winning, but they’ll die if they get out of the ring, ending the execution. However, Luffy can opt out of the execution right now if he chooses to join Kaidou’s crew. There is no limit to the number of fighters a queen can field in a match, or the weapons she can use. As an act of mercy, the Queen removes their seastone handcuffs, causing Raiz to realize that he grabbed the wrong key.
Luffy is thrilled to be free of the bonds and tells the Queen that he’s actually a good person for basically letting them go free, prompting a confused Queen to remind Luffy of the collars and say they’re worse than the bonds. Hyogoro asks Queen if they can go one at a time, she says she’ll get in Luffy’s way. Luffy asks Queen, addressing him as Balloon, if beating him would set him free. The Queen scolds Luffy for his rudeness and asks if he was paying attention. The Queen’s men are eager to start fighting. The crowd begins to cheer as Queen begins the match. A member of the Beast Pirates gives the signal to start and the fighters attack Luffy with their weapons drawn. Luffy just smirks as he unleashes a volley of Haoshoku Haki knocking out every fighter. Unfazed, Luffy calls for another round. Everyone is stunned as Queen amuses Luffy’s ability to use Haoshoku Haki. In his cell, Kawamatsu reflects on how rowdy things have become since Luffy showed up and prays to make sure Hyogoro doesn’t die.
At the Flower Capital Bath House, Drake and Hawkins raid, much to the surprise of all the bathers. Hawkins asks Drake what he’s doing there, and Drake tells him about his mission to kill Soba Mask. Nami asks Shinobu what they should do, adding how cowardly it is to attack someone in such a defenseless environment. Shinobu tells Nami and Robin to hide behind them and Robin wonders if they should fight. Hawkins orders all the bathers to line up and show him their ankles. Anyone with an inverted crescent moon tattoo will be taken in for questioning. Nami wonders how they know about the tattoo and Shinobu asks if he gave away their plan.
Hawkins sees Nami hiding in a corner and orders her to come out, firing his sword at her. Robin prepares to fight if necessary. Nami gets out and tries to act innocent. Hawkins’ sword catches Nami’s towel, causing it to fall to the ground, exposing her naked body for all to see, causing several patrons to start bleeding from the nose. Nami picks up the towel when suddenly the previously invisible Sanji in his raid suit gets a nosebleed and is thrown backwards by the force of the bleeding. The other women in the bath recognize him as Soba Mask. Nami and Robin are shocked to see him and his outfit. Henchman informs Drake of Soba Mask’s presence, Drake enters the tub and promptly passes out. Stunned by this revelation, Hawkins says that Drake should have said something beforehand if he couldn’t handle the sight of naked women, and a confused Drake tries to deny it. Nami, Robin and Shinobu see this as their chance to escape.
Hawkins asks Drake if he is from the North Blue, which Drake confirms and is aware that Hawkins is from there as well. Hawkins and Drake realize they are looking at Stealth Black from Germ 66. Sanji manages to grab Nami, Robin, and Shinoba and escape using the raid suit. Robin asks if Sanji’s nose is okay and Sanji says that he would be okay if he died right now. He then informs them that Kaidou knows about the ankle tattoo and that Law’s crew was captured while trying to escape Luffy, and is going to use them to lure him out. If they don’t get to justice first, the capital will turn into pandemonium.
In the Ringo area in the northeast, Zoro is standing on a snowy bridge against a large samurai. The man informs Zoro that he has returned Shusui to his rightful resting place, saying that it must have been stolen from Ryuma’s grave, which Zoro says he is aware of. The man orders Zoro to leave or he will take the rest of Zoro’s swords. Unabashed, Zoro reasons that the man must be a weapons collector, telling him that they need a lot of weapons right now and that he’s taking a collection of samurai weapons. The battle between the two on the bridge begins.
