 Summary:

Mohji returns to warn Buggy about Luffy, but collapses before he can give Buggy the full details. Back in the city, Nami's opinion of Luffy has begun to change, but the mayor is frustrated that he didn't do anything while Luffy and Chouchou were fighting. Buggy then fires one of his Buggy Balls at the mayor's house where Zoro was sleeping, destroying it. The swordsman emerges with no new injuries, and the mayor finally decides to take on the Buggy Pirates with Luffy, Zoro, and (reluctantly) Nami.

Mohji reports to Buggy; although she is afraid to tell Buggy about her failure, she feels she must warn him. When she warns him, he passes out. The crew can't make out what Mohji was trying to say, but Buggy realizes he's facing a tough man and orders his men to hurry up the Buggy Balls.

Beyond the city, Chouchou arrives at a camp where the townspeople live, injured but safe (much to everyone's relief). Since Boodle has not returned with the dog, they are now worried.

Back in town, Nami changed her mind about Luffy being a pirate. The mayor is frustrated with the pirates in town because while Chouchou and Luffy were fighting hard, he stood back and did nothing. The mayor tells Luffy and Nami how just 40 years ago the land was nothing but bare land and how the people moved here to forget all the pirates that had done them wrong before. The mayor claims the city as his treasure.

Just then, Buggy fires a Buggy Ball that hits the mayor's house where Zoro was sleeping, causing everyone to fly away from the incredible damage of the ball. Luffy and the mayor freak out because Zoro is in the house, but Zoro just rises from the rubble, awake and relatively unharmed. The mayor is shocked when his life's work is torn apart and can't sit still while it happens. Nami tries to calm him down, but the mayor is too upset about what's going on. As the mayor runs away, Luffy assures Nami that she won't let him die. Luffy asks Nami to join him, but Nami states that she will not become a pirate. However, he will help Luffy in exchange for any treasure they find.

As Buggy has his second shot ready, the mayor appears and stands in the way. They confront the pirates while elsewhere, Luffy, Zoro and Nami go to Buggy.
