 Summary:

Sakazuki and Fujitora talk about the fate of the recently overthrown Seven Sea Warriors, while the other marines discuss the recently formed alliance between Kaida and Big Mom, with some fear that Rocks has returned. They then discuss Rocks and his crew, the Rocks Pirates, of which three of the four emperors were members, as well as Garp and Roger teaming up to defeat them. Then the rewards of Roger and all the emperors were revealed.
The chapter begins at Marine HQ. Fleet Admiral Sakazuki speaks with Admiral Fujitora via Den Den Mushi, noting how pleased the latter must be with the Seven Sea Warriors system being abolished. Sakazuki was against it, but he was powerless in the face of world royalty to do anything. Fujitora retorts that the good far outweighs the bad and Sakazuki doesn’t see that. He tells Sakazuki to believe in SSG and how the balance of power in the world will now change dramatically. Sakazuki agrees and changes the subject to Wano and the Four Emperors, going on about Big Mom and Kaidou’s tentative alliance. This scares Issho, who calls it Rocks’ second coming. Sakazuki tells him not to be so dramatic, saying it’s all real and when it rains, it pours.
Elsewhere inside Marine HQ, Brannew and Sengoku inform a group of Marines about the Emperor Alliance. Brannew clarifies that Kaidou and Big Mom plan to form an alliance and have yet to do so. The pair have yet to move, but their goals and intentions remain unclear, making them difficult to fight. Information about Rocks Pirates is still scarce. Sengoku compares the two emperors to cat and dog, so their alliance is certainly surprising, commenting on how most marines today don’t know who Rocks was. He then proceeds to tell the Marines present in the room about the Rocks.
The Rocks Pirates, as they were called, formed when the group gathered on the pirate island of Hachinosu. They were a violent bunch that regularly killed each other, even on the same ship. Kaidou, Big Mom and Whitebeard were members of this crew, along with many other pirates who made a name for themselves such as “The Golden Lion”, “Captain John”, “Silver Axe” and “Ochoku”. The marines present are shocked that so many famous pirates are connected and so few people knew. Sengoku explains that one of the reasons is the hostile relations between the crew, which many people did not live to see. Rocks wanted to be the king of the world and controlled his crew a similar terrorist organization. Another reason is that the World Government has erased most of the crew’s actions from history. However, their shame reached the people at that time.
The events culminated 38 years ago on an island known as God Valley. The news of the defeat of the Rocks Pirates spread around the world. That day, Monkey D. Garp defeated the crew and earned the title “Hero of the Marine Corps”. The marines listening to Sengoku talk about how they never knew which of Garp’s heroic deeds earned him that title. Sengoku adds that Garp tends to keep mum about the whole ordeal away from known historical facts. The scene briefly changes to Garp on his ship, rising from Fish-Man Island, which vaguely comments on Big Mom and Kaidou’s alliance.
The first reason Garp likes to keep quiet about the battle is one that never made it to the public list. Garp had to fight alongside the pirate. Another reason is that Garp fought to protect the sky dragons. The introduction of the Sky Dragons into the story and Garp’s secret about their protection will surprise and confuse the current Marines. Sengoku explains that Garp’s moral code does not allow him to protect the sky dragons. This is also why he never accepted the rank of admiral, as he would be directly under their control. The true story behind the event known as the “God Valley Incident” is that Garp and Gol D. Roger met there by chance, teamed up and defeated the Rocks Pirates. This revelation surprises the Marines the most. Sengoku goes on to say that God Valley is no longer on any maps. In fact, the entire island disappeared without explanation, as if it had never existed. Rewording his description, Sengoku said that the island the world government wanted to keep secret had disappeared and asked if they still wanted to ask. Sengoku summarizes the story briefly by saying that once upon a time a man named Rocks wanted to be king of the world. Rocks, no longer living, entered some parts of history that he shouldn’t have, and as a result little or no information about the Rocks Pirates survives, other than the memories of some older marines. The Marines are amazed to think that there was once a man who commanded three people who later became emperors.
Sengoku goes on to say that Rocks was Roger’s first and possibly greatest enemy. Everyone called him Captain Rocks, but his full name was Rocks D. Xebec, another pirate with the initials D. Sengoku ends his story with the Inspector General concluding that Big Mom and Kaidou are now a much bigger threat than they were under Rocks and their alliance is far more dangerous than the Rocks Pirates. He then turns the floor over to Commodore Brannew as he asks for Kaidou and Big Mom’s present reward. Brannew explains that the members of the recently disbanded Seven Warlords need new rewards. He then turns everyone’s attention to the Four Emperors.
Blackbeard became emperor about a year ago. His attack on Impel Down gave him powerful new subordinates, and he is currently the de facto don of the pirate island of Hachinosu. Boss of the Blackbeard Pirates, Admiral Marshall D. Teach, with bounty 2,247,600,000.
Another man became emperor about six years ago. He is the youngest of the group and has the trust of those below him. Its managers, Lucky Roux, Yasopp and Benn Beckman, are famous in their own right. His crew has a high average reward and Brannew considers this crew to be the most balanced of the four. The leader of the Red Hair Pirates, Captain “Red Hair” Shanks, with the reward Beli.png4,048,900,000.
Third, this pirate allegedly assaulted Elbaf as a child. She doesn’t trust anyone she isn’t related to. The 85 descendants serving under her formed Totto Land. Big Mom’s Pirate Captain, Charlotte Linlin, with Beli Reward.png4,388,000,000.
After Big Mom, another pirate was a mere apprentice during his time with the Rocks Pirates. Using only his brute strength, he gained the admiration of many pirates and became the emperor because of it. The Governor General of the Beasts Pirates, Kaidou “of the Beasts”, with the reward Beli.png4,611,100,000. The Marines are shocked to see so many high bounties.
Brannew states that they can no longer rely on the Seven Warlords to keep the Four Emperors in check and whether or not this was a good idea.
